The United Nation's reporter on poverty, Philip Alston, on his recent visit to Spain stated that some of the conditions he found in this country were the worst that he had ever seen.Is poverty a state of mind, a way of life or a scourge of our society? What are the circumstances that create these conditions? Who is to blame? Have the government and state institutions done everything in their hands to try and remedy poverty? Why is there such stigma attached to being poor?
