The life and works of Robert Burns are celebrated internationally on or around the 25th of January by traditional Burn's suppers.

The meaning of the above quote is that however well laid plans are, they often go wrong (go pear shaped, go tits up, fall through) for reasons and circumstances beyond the control of the planner.
